Operations & Maintenance Employee
To assist in the efficient and effective construction and maintenance of the Corporation's water and wastewater reticulation system and associated assets in order to fully satisfy the Corporation’s customer service standards.
Main duties include:
- Undertake work in accordance with maintenance plans and/or equipment manuals
- Maintain and repair plant and equipment as required
- Maintain and repair water supply and wastewater mains and works as required
- Undertake works to maintain water quality within reticulation systems
- Assist in the construction of new water supply and wastewater assets
- Undertake meter readings and replace meters as required
- Respond to customer enquiries and service complaints promptly and courteously
Water Treatment Plant Operators
To assist in the efficient and effectiveness of the corporations water treatment plants and facilities with the delivery of continuous supply of potable water to the Corporation customers.
Main duties include:
- Operation of existing treatment systems and equipment to ensure compliance with water quality and supply guidelines. Duties include optimising chemical dosing, ordering plant chemicals, computer data entry, monitoring and operation of computer based control systems
- Record and maintain plant operations, quality assurance and quality control information
- Undertake appropriate corrective action to rectify plant problems
- Contribute to preparation and review of plant operating, maintenance and safety procedures.
- Test the water being produced on a frequent basis to determine appropriate chemical dosing of the raw water supply; carry out any necessary corrective actions
- Gather water samples from the raw water supplies, the plant and customers supply services for microbiological and physio-chemical analysis.
- Carry out the testing of water samples
- Undertake works to maintain water quality within reticulation systems
- Investigate and report on customer complaints. Meet and discuss water quality and supply problems with customers
- Monitor and maintain quality assurance and control records and mechanical equipment
Wastewater Treatment Operators
This position is responsible for providing assistance in operating a number of key Wastewater Management Facilities in the following areas of Shepparton, Mooroopna, Tatura, Kyabram, Rushworth, Murchison, Girgarre and Tongala. It is expected that these plants meet industry requirements of best practice and EPA licences held by the Corporation
Main duties include:
- Assist in operating designated wastewater management facilities in accordance with established procedures including collecting wastewater samples for analysis.
- Assist in monitoring inflow and outflow and performance of each plant and record keeping.
- Operate effluent disposal and reuse systems to comply fully with EPA licence conditions
- Assist in accurately recording and documenting treated effluent flows and other parameters.
- Assist with the management of livestock on authority land, and undertake farming activities.
- Undertake maintenance work as required to maintain operating reliability of treatment plant.
- Assist in the construction of new wastewater assets.

Operations
Provides support to the Corporation’s Operational Group via carrying out duties required to assist in the effective and efficient operation of the Corporation’s water and wastewater systems.
Asset Project Delivery
Manages assigned project management responsibilities and to ensure water and Sewage projects are completed to a quality standard within projected timeframes and budgets.
Asset Performance
Carry's out the efficient and economic investigation (including hydraulic modeling and asset management applications) and strategic planning for the provision of water and sewerage services and associated activities within the Corporation’s region. Also assess responses to referrals for new developments under the Planning & Environment Act, and manage other statutory requirements under the Water Act including the maintenance and extension of the water and sewerage districts and declaration of serviced properties.
Planning & Project Development
Manages a range of engineering activities that allow for the strategic and efficient management of water and wastewater infrastructure to assist in maintaining customer service levels and assist in the development and implementation of strategic operational plans.
Financial Services
Customer Accounts & Service
Assist with reception services and to provide courteous, effective service to members of the public through over the counter contact and telephone enquiries, and undertake administrative functions associated with the efficient collection of tariffs and charges through Goulburn Valley Water billings system.
Accounting Services
The timely and accurate preparation of financial reports and budgets through the efficient and effective management of Goulburn Valley Water’s financial reporting systems, and the maintenance of associated accounting policies, procedures and financial controls.

Community Education
Coordinate “Waterwatch” – a national community water monitoring program that assists the community to develop water monitoring projects that raise awareness of water quality issues and facilitates on-ground actions that lead to improvement of our waterways, and administer Goulburn Valley Water’s Water Conservation Education Project targets schools and the general community to raise awareness of the importance of the sustainable use of water – our most precious resource.
Information Technology
IT are responsible for managing the Goulburn Valley Water’s computer and communications resources to facilitate the efficient and effective dissemination of information throughout the organization, and for the development and implementation of strategic plans, budgets, policies and practices. The work unit also provides technical support and advice to its internal customers at all levels within the Organisation.
Human Resources
Provide a contribution to the operational and strategic activities of Goulburn Valley Water by providing efficient and client focused HR services to all employees and external contacts including coordinating and undertaking recruitment activities, coordinating Learning & Development (training) activities, undertaking Human Resources reporting & benchmarking, being involved with Employee Relations/Industrial Relations and coordinating Payroll activities.
Occupational Health & Safety
Provide professional support by contributing to the achievement and delivery of the Safety program across Goulburn Valley Water including Monitor OH&S legislative and regulation compliance, performing risk assessments and developing and delivering safety action plans across the organization.

Provide professional support and assisting in the enhancement and development of information and knowledge services and promoting a knowledge sharing culture within the business.
David Heritage
Operations & Maintenance
David Heritage joined Shepparton Urban Water Trust, a predecessor of Goulburn Valley Water, 24 years ago as a maintenance employee. He is now the Works Coordinator for the Corporation's Central Operations and Maintenance (O&M) district. In his role, David is responsible for ensuring that calls that come into Goulburn Valley Water’s 24 hour Customer Service Centre for Central O&M are acted upon quickly and in the most appropriate manner. When a call is received David prioritises and forwards issues it to the most appropriate staff member for action as quickly as possible. This may also involve hiring contractors to carry out repairs with Corporation staff members.
One of David’s tasks is to complete a daily program of works and preventative maintenance for Goulburn Valley Water’s assets. Also included in this program are new works such as water main tappings for new buildings and sewer point connections along with construction of new water and sewer mains by contractors. In addition there are meter replacements and meter readings to obtain daily, notices for water main shutdowns and answering a variety of questions from consultants, contractors and other departments within the Corporation.
David also carries out site audits to maintain a high quality of workmanship in the repair of water and sewer mains, and new works where required. He reviews all completed complaint forms before they are processed into the Corporation's Asset Management software, Hansen.
On a weekly basis David is responsible for keeping track of all road signage and ensuring that repair sites have been cleaned up properly and roads reinstated, in addition to programming the following weeks work. He works closely with the storeman to ensure that supplies of essential items for repair works are maintained and ensures that vehicles in the Central O&M fleet are properly maintained.
David completes a monthly works program, which involves assigning tasks to all staff for the month in advance. He also assists his District Manager in updating monthly district reports and keeps track of the budget.
In the various tasks that David undertakes the most important one is to make sure that Central O&M maintains a quick response time to all queries, complaints and requests for water main shutdowns.
David’s most challenging experience since working at Goulburn Valley Water has been undertaking and completing the Frontline Management Course. David found this course to be of interest due to the different styles of managing personal and human behaviour, which can make or break a team. David said that all employees would benefit from sections of this course, particularly working in team environments.
In the future David believes that Goulburn Valley Water will continue to grow and improve all of the Corporation's systems as new technology comes along. He has seen significant improvements over the last 24 years and he is sure this trend will continue. David is looking forward to developing new systems to improve the Corporation’s performance and putting new ideas into practice.
Brian Pollard
Water Treatment Plant Operator
Brian Pollard joined Goulburn Valley Water as a Water Treatment Plant operator for the Corporation’s South East District.
His main area of responsibility is the Mansfield, Bonnie Doon and Upper Delatite Water Treatment Plants and he is based at the Mansfield Water Treatment Plant. Brian’s role involves the day to day running of the three water treatment plants, including water quality testing, ordering chemicals and plant and equipment maintenance. On a daily basis Brian records necessary plant information to assist in the optimisation of the water treatment plant to produce the best quality water for distribution to the public.
Each week water quality testing is undertaken at various sites in each town. These sites include the raw water off take, the treated water storage and special sample points within the towns. The tests conducted by Brian include pH, turbidity, true colour, chlorine residuals and aluminium residuals. Additional samples are also sent to an independent laboratory for bacteriological testing. A more intensive physical analysis is undertaken quarterly and these include testing for a broad range of chemical elements such as iron, cyanide, nitrate, phosphorus, cadmium and lead. Brian’s role is not restricted to just the operation of the Water Treatment Plants.
The South East District consists of 10 employees and everyone is involved in emergency repairs. This includes repairing water mains, clearing sewer blockages and responding to customer enquiries. Every 3 weeks Brian is rostered to be available to respond to any problem that occurs outside normal working hours.
In addition to the above activities Brian is also responsible for water tappings, fitting meters and special meter readings.
Ann Austin
Records
Ann Austin is the first point of contact when Goulburn Valley Water customers phone the Corporation. Ann is the Records Management Officer and has worked with the Corporation for over 8 years. Ann is responsible for registering all inwards, outwards and internal correspondence into the Corporation's electronic filing system TRIM and maintaining the Corporation's current and archived files and the library. She is a vital part of the organisation and her function is to register and distribute inwards correspondence, and take incoming phone calls.
When Ann first started in records there were hundreds of old records from pre amalgamation days sitting in boxes without any formal record of what was where. Gradually through determination and a lot of mundane work she stored and registered these files into the TRIM system. When the Corporation closed the administration office in Seymour Ann was surprised to learn that a similar situation was waiting for her. Stored in a room at the Seymour Depot were hundreds of old files again from pre amalgamation days. Once again she sorted and registered these files into TRIM, then relocated all files to Shepparton. Her satisfaction in completing this task is in knowing that it has enabled staff to locate important information.
Ann is also looking forward to working towards capturing all correspondence (regardless of what it is) electronically making it easier for the end user to locate within TRIM from their computer without needing the hard copy. The ultimate aim is to be a paperless office, and what a help to the environment that will be!
